PayPal, the online payments system owned by eBay, has started asking e-mail providers to block any e-mails that do not include correctly formed digital signatures - a move intended to cut down on the impact of phishing scams.PayPal is one of the biggest targets of these scams - which are usually distributed via botnets and often run by organized crime.
So far no agreements have been reached.
