Time Warner Cable (TWC) are trialling new methods to tackle the problem of heavy use on their broadband network with tiered bandwidth caps being trialled in one of their franchise regions in the USA.They are working to have various service tiers and charge fees for over use of bandwidth to end subscribers, along with bandwidth meters for them to monitor their usage.
In a leaked memo, they reveal that 5% of their subscribers use 50% of their network resources.
