Spain follow Finns in making broadband a legal right

Spain is following the lead of Finland, with the country's government mandating to ISPs that they must offer broadband of at least 1Mb to all residents at regulated prices.

The country's telecommunications minister said that broadband was being added to their "universal service", which regulates telephony pricing in the country - and the goal is to have the scheme fully in place by 2011.
